Before, I used account tomba2k.
This account have been suspended for spam (from what I've understood). This "spam" was writing my server's gametracker link on blogs of servers that have done the same for their servers, on my server's blog. That was before I've started to use the "report abuse" option. Since my username is everywhere tomba2k, except here, I'm interested is it possible to unsuspend my old (tomba2k) account, or delete it, and change username on my new account (tomba3k to tomba2k)?

The message on the profile indicates to send an email to the listed address. If you have done this, and have not been unsuspended since then, that would mean that the admin(s) in control of that email have decided not to unsuspend it or change it.
