Your servers are sometimes down.
There is a considerable difference. All the servers in that list are scanning. If you concentrate on more than your own IP address, you will see that scanning is currently normal across Gametracker https://www.gametracker.com/search/?searchipp=50#search or https://www.gametracker.com/search/cs/?searchipp=50#search I am a community user.
