Hello there, my server http://www.gametracker.com/server_info/89.44.246.188:27015/ , it look's offline but server is online .Why my server is offline on gametracker ?

I think your server doesn't not have default port 27015 , maybe this is the reason .. Report to gametracker and they will be answer

Please contact your game server provider to turn your server online or open the firewall.
