I can not change the ip of the server, how to do it?

An IP of a page can only be changed to an IP of another page using the same ports. This can be done via the Manage page of the server (after claiming it, after the account has been active for at least 7 days) in the DNS section.
Simply go to the original server, enter the DNS, and then in the future, point the DNS's IP to the new server when you're ready to move it over. More complete information is located in the (?) next to the option.

I can change the server ip even with the server offline?

If you claimed it first, then you can still add the DNS.
