Every other Older Battlefield has one:

Battlefield 1942: http://forum.bf1942.sk/viewtopic.php?f=6&t=1813

Battlefield 2: revivebf2.com

And 2142 will be worked on by the revivebf2 team if no one else is. No one seems to be Mentioning Vietnam at all though

An old post I know...but if anyone's still looking, QTracker fills that role. If you need them, instructions are on their forums to get the in-game server browser to query QTracker rather than GameSpy.
BFV is still alive, though many wandered off after the shutdown.

QTracker is shutting down their gamespy emulation service, so the patched exe from team-simple.org will soon not work. I am planning to create alternative master server myself.

That sounds great kersurk !

Right now, we've jotted down the IPs of the servers we play on and connect directly...but it would be great to have some sort of QT's functionality.

Ron and Luigi might be willing to lend a hand since, from what I've heard, they're shutting it down only because some asshat has launched at least one DDoS attack and they don't want the hassle (or cost) of cleaning it up.

Sure, that's a viable workaround (until gametracker goes down).

Also, a lot of players rediscovering the game would probably assume they start the game (assuming they install a server list patch) and find servers in-game. If they don't, they might google for battlefield vietnam no servers or something like this, and then one can hope they end up on something useful.

I will not see that happening anytime soon

You can use OpenSpy instead of Qtracker.
