Does the Connection time out?

Than you have a bad router, propably a Speedbox or any other Router from Arcadian. Some of this routers Block incoming connections automatically. You should buy a frizt.box. This routers are expensive, but I got mine for only 80€ means about 95$ on Amazon. Actually the new Router I have bought costs over 350$. Can be very cheap on amazon with a bit of luck. But make sure, to buy a Fritz box, cause I don't know any other good routers.

If this is a rented gameserver make sure it is patched to the latest version, a lot of providers dont patch to 1.7 which if your game is on 1.7 you wont be able to join,
to update the server info you will need to edit the server config. You should have ftp access to your server so use firefox with ftp plugin that will make it easier for you to edit the server settings. Is it a modded server or just a standard cod4 server
