are you willing to get exploit or ddosed ? i guess no one would like

so better if you get a VPS host near to your location that you can host your cs 1.6 for your friends . by default all ports are opened but if not open a ticket.

and using PC / HLDS adding in game tracker since you have dynamic ip it keeps changing or need dyndns for it changes to work.

you are okay since you have dynamic ip address . a reboot will get you a new ip.

look at my other point getting a VPS cheap ones 5 usd may be? install windows and run your hlds there .

this is most ethical way to run hlds on a vps host .

tell me your OS ? is it windows 10?

disable windows firewall temporary and check if you can add in GT .

i think you allowed the port in windows firewall but lets try disable and see if this works.
