To be an admin you need to go to the server page and there should be a contact information generally like forums or facebook.

there is a condition all server owners have for becoming admin of the server which is as follows:-

1- Be in top 20 on server rank
2- Be regular and invite friends on day to day basis.
3- obey the rules and policies mentioned on the server
4- never ban and kick which is unnecessary to the players
5- Active in forums is a must as the staff of the server can see your daily activities if he finds you are inactive you may be removed.

these are some condition might not be same for all servers you play.
