Delete that .dll file from your cs directory and then connect to that server. (backup your original file first before deleting).

One thing keep in mind is you must use public IP address in order to make it public server

otherwise it's a LAN server.

Now, If you want your public IP address then go to the http://www.whatismyip.com

Once you have you IP address you can then open your server ports from your router,

How to open port ?

Go to the YouTube and search for "How to open a port for any game"

Once you opened the port you have to allow it from firewall in order to add that server on

GameTracker. Go to the firewall settings and allow your current port. Like 27015 TCP and UDP as per requirement.
