Providing you have a public IP I see no reason you should not be able to add it to Gametracker.
The problem you may have is if you have a dynamic IP address with your ISP. That means that every time you switch off your router, you will probably acquire a new public IP address and Gametracker will no longer be able to scan your server. (same if you switch of your PC) You have the option of using dns (dynamic name service) to register with gametracker. If you are not sure how that works, you will find plenty of information by using google. It is certainly much safer and easier to rent a game server from a provider. I am a community user. how to know if i have dynamic ip?
also wats it start port and end port for cs 1.6? and my problem is probly that idk how to configure firewall

the problem is that you are running your server in your home computer , go buy a linux server from https://www.gameservers.com/game_servers/

Not necessarily.
I have successfully run game servers from windows machines from home. The operating system makes little difference to the running of the game. Linux has been preferred in the past because the operating system required fewer resources and it was easier to secure from outside attack. If you try running a dedicated server from your PC that you are using every day, then every time you click something or run a program it could affect your server performance. that is not desirable and users will notice. I would strongly recommend that you either do a lot more research on firewalls, routers and general networking before running a game server from home. Study the fundamentals before looking at creating a total solution. OR Rent a game server from a professional provider who will have worked all of this out for you. I am a community user.
